CENTRAL JUDGING OF CHINESE ORCHESTRAS
1. The SYF Central Judging of Chinese Orchestras will be held in April and May 2011,
details as follows:

2. All secondary schools, JCs, CI and IP schools are invited to participate in the Central
Judging. Please refer to the attached Annexes for details:
ANNEX A: Rules and regulations
ANNEX B: Information on set pieces
ANNEX C: Information required for online registration
3. All entries are to be submitted via the SYF online portal at
www.singaporeyouthfestival.sg. Schools will be sent their access passwords via email
through the school’s official account in January 2011. Please refer to Annex C for the
information to be prepared for submission.

ANNEX A1
SINGAPORE YOUTH FESTIVAL 2011
CENTRAL JUDGING OF CHINESE ORCHESTRAS
RULES AND REGULATIONS
1. PERFORMANCE
1.1 All participating Chinese Orchestras will perform the following in this order:
 the set piece
 one piece of their choice
1.2 All performances of the set piece are to adhere to the original score.
1.3 The choice piece should have a balanced instrumentation of the following:
wind, string, plucking and percussion sections. Solo instruments or sections
should not be predominant in the whole piece. Electric guitars, electric pianos,
synthesizers, organs and all other electronic devices are not allowed. Vocal
accompaniment or solos are also not allowed.
1.4 Five sets of conductor’s score for the choice piece are to be submitted at the
briefing cum balloting sessions to be held on 10 March 2011 (for Secondary
School Level) and 31 March 2011 (for JC/CI Level). The scores will be
returned at the end of the judging. To avoid infringement of copyright, only
original scores should be used during performance. For questions on
copyright, please contact the Composers and Authors Society of Singapore
(COMPASS) at 63236630.
1.5 Schools are not allowed to perform the same choice piece performed at the
Central Judging of Chinese Orchestras in 2009.
2. DURATION
2.1 The duration of the choice piece should not exceed 8 minutes.
2.2 10% of the final awarded mark will be deducted for any performance that
exceeds the stipulated time.
3. PARTICIPANTS
3.1 Each school is required to submit a list of no less than 24 and no more than
80 participants. All participants must be current students of the school. They
are required to be in full school uniform or their respective Chinese Orchestra
costumes. 10% of the final mark awarded will be deducted for Chinese
Orchestras that field less than 24 or more than 80 participants. All
participants, including percussionists, are required to remain on stage for the
duration of the performances.
3.2 Schools which field participants that are not current students of the school will
be disqualified and any award received will be revoked.
3.3 Each school will ballot for a performance number at the briefing cum balloting
session on 10 March 2011 (Secondary School Level) and 31 March 2011
(JC/CI Level) at MOE CCA Branch. Schools are required to adhere to the
reporting time corresponding with the performance number. Schools that do

not adhere to the reporting time will have 5% of the final awarded mark
deducted.
3.4 Each student is allowed to participate in more than one event at the Central
Judging provided they do not perform the same role or play the same musical
instrument.
4. JUDGING CRITERIA
4.1 The judging criteria are as follows:
50% - Technique
Articulation
Dynamics
Intonation
Rhythm
Tone
50% - Musicianship
Balance
Blend
Expression
Interpretation
Phrasing
Style
4.2 The decision of the panel of adjudicators is final and no appeal will be
entertained.
5. AWARDS
5.1 The Central Judging provides the opportunity for Chinese orchestras to
benchmark their performance standards. There is no pre-determined number
of gold, silver or bronze awards. Participating Chinese orchestras will be
awarded certificates based on their performances as follows:
 Gold 80% and above
 Silver 70% to 79%
 Bronze 60% to 69%
 Certificate of Participation 59% and below
5.2 To recognise the outstanding achievement of Chinese orchestras that have
attained high performance standards, schools that obtain a final mark of 85%
and above will receive the Gold award (with Honours).
6. ENTRIES
6.1 Each secondary school, JC and CI is allowed to submit one entry for their
respective level.
6.2 IP schools may submit one entry each for the Secondary School and JC/CI
levels in the following manner:
Students’ Level in IP Schools Eligible Level
Years 1-4 (Equivalent Sec 1-4) Secondary School
Years 5-6 (Equivalent JC 1-2) Junior Colleges / Centralised Institute

Students in Years 1-4 are not eligible to participate in the JC/CI Level and
students in Years 5-6 are not eligible to participate in the Secondary School
Level.
6.3 Participating schools are required to submit their entry and other required
information via the SYF online portal at www.singaporeyouthfestival.sg.
Schools will be sent their access passwords via email through the school’s
official account in January 2011. All entries must be submitted by 11
February 2011 for the Secondary School Level and 4 March 2011 for the
JC/CI Level.
7. ADMINISTRATIVE MATTERS
7.1 To ensure the smooth organisation of the Central Judging, all participating
schools are to comply with the rules and regulations.
7.2 The organisers reserve the right to impose a penalty for any infringement of
the rules and regulations.

hall for rehearsals.
